I can't remember exactly where this was taken, but I do remember I was driving across town from the Lion's gate bridge to the airport, and this couldn't have been more than 5 minutes away from that. It's actually a sidewalk light, the main pole being nowhere near as ornate at the top and sporting an 'ordinary' cobrahead style luminaire on a mastarm that was a different style to what you see here. Whether this is actually very old, or just a modern reproduction, I don't know- this picture was grabbed quickly out of the car window whilst I was at a stoplight.
Looking at the twin arm pole in the background, maybe those are finned OV-50s?
